CMS releases proposed 2019 rules for MACRA/QPP rule & Medicare Physician Fee Schedule

On July 12, the Centers for Medicare & Medicaid Services (CMS) released its much anticipated proposed regulations for the Quality Payment Program (QPP) and Medicare Physician Fee Schedule (PFS) proposals in 2019. The 1,473-page proposal includes important updates to the regulations governing both the QPP and the PFS, including key provisions impacting reimbursement, chronic care management programs, evaluation and management (E&M) documentation requirements, the Merit-based Incentive Payment System (MIPS), advanced alternative payment models (advanced APMs), and the Medicaid Promoting Interoperability (formerly Meaningful Use) program.

As the press release headline “CMS Proposes Historic Changes to Modernize Medicare and Restore the Doctor-Patient Relationship” suggests, provisions in the rules seek to reduce physician burden and simplify existing regulatory requirements. CMS is accepting public comment on the proposed changes through September 10.
